Marginalized mother languages – two ways to improve the lives of the people who speak them

21 February. This is the date chosen by UNESCO for International Mother Language Day, which has been observed worldwide since 2000. This year deserves special attention as 2019 is the International Year of Indigenous Languages. Both initiatives promote linguistic diversity and equal access to multilingual information and knowledge.

Languages can be a huge resource. At the same time, the mother language that people speak can be a barrier to accessing opportunities. People who speak marginalized mother languages often belong to remote or less prosperous communities and, as a result, they are more vulnerable when a crisis hits.

Yet, the humanitarian and development sector has been largely blind to the importance of language. International languages such as English, French, Arabic, and Spanish dominate, excluding the people who most need their voices heard. Marginalized language speakers are denied opportunities to communicate their needs and priorities, report abuse, or get the information they need to make decisions.

If aid organizations are to meet their high-level commitments to put people at the center of humanitarian action and leave no one behind, this needs to change. To understand better how to address language barriers facing marginalized communities, two actions can lead our sector in the right direction.

Putting languages on the map

The first is language mapping. No comprehensive and readily accessible dataset exists on which language people speak where.

TWB has started to fill that gap by creating maps from existing data and from our own research. Our interactive map shows the language and communication needs of internally displaced people in northeast Nigeria. The map uses data collected by the International Organization for Migration’s Displacement Tracking Matrix team. This data shows, for instance, that access to information is a serious problem at over half of sites where Marghi is the dominant language. Aid organizations can use this map to develop the right communication strategy for reaching people in need.

Humanitarian and development organizations can add some simple standard questions to their household surveys and other assessments to gather valuable language data. Aid workers will then understand the communication needs and preferences of the 176 million people in need of humanitarian assistance globally.

But communication in a crisis situation – or in any situation – should not be one-way. That’s where the second action comes in.

Building machine translation capacity in marginalized languages

Language technology has dramatically shifted two-way communication between people who speak different languages. In order to truly help people in need, listen to and understand them, we need to apply technology to their languages as well.

TWB is leading the Gamayun Language Equality Initiative to make it happen. We have built a closed-environment, domain-specific Levantine Arabic machine engine for the UN World Food Programme. This initiative will improve accountability to Syrian refugees facing food insecurity. Initial testing indicates that Gamayun will provide an efficient method for accessing local information sources. It will enable aid organizations to better understand the needs of their target populations, especially in hard-to-reach areas.

We need to continue building the parallel language datasets from humanitarian and development content that make machine translation a viable option. That will expand the evidence that machine translation can enable better communication, including by empowering affected people to hold aid organizations to account in their own language.

Taking action

These two actions can help the humanitarian and development sector improve lives by promoting two-way communication with speakers of marginalized languages.  These actions will need to be expanded to be truly effective, but International Mother Language Day in the Year of Indigenous Languages is a great time to start.

Beyond translation: Maysa’s far-reaching contribution

Translators improve lives by translating potentially lifesaving information into often ‘marginalized’ languages spoken by vulnerable individuals. Those who volunteer for Translators without Borders (TWB) have a range of experience and skills and share a vision of a world where knowledge knows no language barriers. We are grateful for all our translators, and we love sharing their stories.

This month’s featured translator works in two of the most widespread languages in the world: English is an official language across 59 countries, while Modern Standard Arabic is the lingua franca in 26 countries. Arabic and its many varieties are the mother tongue of 310 million people in the Arab world, parts of Latin America, and Western Europe.

For Maysa, joining TWB made sense: “I rushed to submit my application. I realized that I could finally give a helping hand using what I do best and love the most: translation.”

Maysa Orabi is an invaluable member of the TWB community thanks to her enviable translation skills. By translating into two of TWB’s most common language pairs, English to Arabic and Arabic to English she directly impacts the lives of many. Not only has Maysa translated more than 100,000 words for TWB, but she has also reviewed almost 200 translation tests as a trusted quality reviewer. This enables TWB to recruit new translators, build our language community, and maintain high translation quality.

Telling Human Stories

It was only after joining TWB that Maysa came to realize the magnitude of what she was giving. Maysa is interested in human nature, and our desire for communication and understanding of our world. Yet often, that understanding is only possible thanks to our access to knowledge in a language we understand – and not everyone has that advantage.

Maysa has a deep desire to understand the world, and the hardships faced by many. But she is especially invested in the stories of people living through difficult times. She wants to help them tell their stories:

“They want to have a voice and they need to know they are being heard.”

Translators have chosen to help amplify the voices of others, so Maysa says that translators must be diligent and put their heart and soul into what they translate. With this in mind, she guides the translators she works with whenever she revises their work. Over the last three years, she has reviewed the quality of an additional 50,000 words of translation tests on top of her own translation tasks.

“As a Jordanian and an Arab, not to mention a human, I was shaken by the events the Arab world witnessed in recent years. I wanted to be present and helpful in any way possible. When vulnerable, displaced, and deprived people cry for help, their suffering is doubled if they cannot communicate with those who want to help them. I want to know there is something I can do.” Maysa Orabi.

And so, Maysa decided to put her efforts, knowledge, and experience into translating for TWB, to prove that language matters.

Still learning

Maysa explains that TWB has given her the chance to gain and develop her skills fast. Her projects remain in the back of her mind while she is working on other translations, and they occupy much of her spare time. The extra experience in translation and lessons in efficiency have honed her professional abilities.

The projects she handles for TWB have also developed her awareness of the world. In particular, she has worked on medical content for Wikipedia and articles for Internews. Those Internews articles touched on the situation of refugees and asylum-seekers in Greece and other European countries. They showed her the difficulties faced by people trying to settle in a safe place: tumultuous legal procedures and regulations, uncertain futures, separation from family, an inability to work, and limited access to a proper residence. Her work involved translating questions and concerns, in which she learned of the troubled, inescapable realities of so many people. Maysa describes how those communications revealed the urgency of the situation for many, and the hard time the world is having to contain the ravages of wars.

The translating and reviewing work that Maysa does is enormous: it deals with big languages, big issues, and makes a big difference. But its effect is immediate, even life-changing, on a personal level. Individuals and families have been given access to vital information that they might not have had, thanks to Maysa and our community of TWB translators.

United by language: Tigrinya translators use their skills to help others

Translators improve lives by translating potentially lifesaving information into often ‘marginalized’ languages spoken by vulnerable individuals. Those who volunteer for Translators without Borders (TWB) have a range of experiences and skills, and share a vision of a world where knowledge knows no language barriers. We are grateful for all our translators, and we love sharing their stories.

Two of our top translators of Tigrinya, a language spoken by approximately seven million people, deserve special recognition for the work they did in 2018. Our featured translators, Kidane Haile and Kalayu Menasbo, have their roots in Eritrea and Ethiopia respectively. But they are united by a common language and their tireless desire to use their skills to support those in need.

Tigrinya is a Semitic language, belonging to the same language family as Amharic, Hebrew, Arabic, and Maltese. It is widely spoken in Eritrea and in northern Ethiopia, and by immigrant communities in Sudan, Saudi Arabia, the United States, and parts of Europe.

Missing Children Europe  

Tigrinya was one of the most important marginalized languages at TWB in 2018, primarily because of our partners’ work with refugees. For example, Missing Children Europe works with refugee youth in Europe who are unaccompanied; Tigrinya is one of the most important languages for this work. Kalayu and Kidane both contributed to the Missing Children Europe work, giving hope to people who have been forced from home due to poverty, hunger, persecution, discrimination, civil war, or unemployment. Young people and displaced or unaccompanied children are particularly vulnerable in such situations. They need to be able to report problems and to know their rights and responsibilities. They cannot do any of that without information in a language they understand.

Kalayu knows how important it is to ensure communication does not become a barrier to humanitarians providing safety. Language mediators are crucial. So the documents provided by our Tigrinya translators can be life-changing.

Kidane, too, sees it as a privilege to work with an organization like Missing Children Europe: to know he is supporting young children, and that the work he does is valuable.

A translator’s journey: taking refuge and delivering safety with words

Kidane now works from his home office in Buffalo, New York translating from English to Tigrinya. The dedicated volunteer prides himself on communication and a desire to help others, hence his enthusiasm for working with TWB. Since joining in April 2018, Kidane has completed 60 tasks, amounting to 32,000 words.

“At one time in my life, I was a refugee. So, I understand what it is like to be in an unfamiliar country, facing a language barrier and other challenges. When I work with people in that situation, I understand what they are going through and it makes me happy to help them,” Kidane Haile, Translator

In 2010, Kidane arrived in the United States with refugee status. For four years he worked part-time, studied full-time, and worked on his English fluency. It was then that he realized his knowledge of Tigrinya and English opened up an opportunity to work and help the community simultaneously. Now he works as a full-time interpreter, though he never forgets where his journey began:

“I often think about making life easier for people who start in a new country and need help communicating and understanding their new situation, the way I was years ago.”

Kalayu, the second of our spotlighted Tigrinya translators, works in the same language pair from his home in Ethiopia. This busy volunteer has translated almost 30,000 words across 17 tasks since he joined TWB in October 2018. He continually aims to serve and provide for others through improved communications.

And his dedication to the mission is evident: Kalayu often works late into the night to complete translation tasks, without the convenience of a home laptop.

In fact, the keen reader and ex-radio journalist wears many charitable hats: he also works for World Vision Ethiopia, a nongovernmental organization dedicated to transforming the lives of vulnerable children and families. In his various roles, he creates safe, protected environments by translating vital information into local languages.

Beyond TWB

Kidane’s experience with TWB has expanded his written translation skills and helped him to take on work outside of his primary field of interpretation.

Kalayu explains how working with TWB helped him understand the impact a translation can make:

“I have no money to support people, but I have the skill of translation – a skill that can support those who need it in their daily life.” This revelation has made Kalayu a committed language professional.

Just to be clear: why Devspeak needs to adopt Plain Language

If the aid sector is to communicate more effectively, we must do more than tame the rampant devspeak that Duncan highlighted in his recent blog. Instead we should focus on presenting a clear and consistent message using plain language principles, which cover so much more than the individual words that we choose.

I’m the Plain Language Editor for Translators without Borders so devspeak is my constant companion. Much of my working day is spent deciphering terms and encouraging writers to use simpler alternatives. I’m aware of the chaos and confusion that devspeak can cause. But I think the bigger communication challenge facing our sector is a general lack of clarity and focus in our writing, and an inexplicable resistance to plain-language writing.

All aid workers should write in plain language

Whether we write for colleagues, government ministers, or refugees, plain language makes exchanging information a more efficient process. We operate in a multilingual environment that is full of linguistic tripwires and pitfalls. Native and non-native English writers of varying competencies communicate with native and non-native English readers of varying competencies. All of us face conflicting demands on our limited writing and reading time.

Ellie Kemp oversees Translators without Borders’ humanitarian work in Nigeria and in the Rohingya refugee response in Bangladesh. She believes that plain language is an overlooked factor in many humanitarian responses.

“Humanitarians can’t promote two-way engagement, empower affected people, or stimulate informed debate if we write in a convoluted way,” she says. “In Bangladesh, the response uses five languages; if the original English is unclear, the consequences are amplified across the other four.”

Earlier this year, Translators without Borders interviewed 52 humanitarian field workers responsible for surveying internally displaced people in north-east Nigeria. The findings highlight potential data quality issues stemming from a failure to use plain language.

“We tested the field workers’ comprehension of 27 terms that they regularly use in survey questions and responses,” Ellie explains. “We identified misunderstandings and misinterpretations at every stage of the data collection process.”

Plain-language writing can help navigate our multilingual environment, yet native-English writers in particular are oblivious to the confusion we cause as we extrude our un-plain language onto the page.

So what are the characteristics of plain-language writing? Here are the ones that I think have the biggest impact on readability.

Define your peak message and state it early

Plain language requires writers to define the most critical aspect of their content and to communicate that consistently. Before I edit any content, I ask the writer to define the “peak message,” or the message that must stand out. In a move that makes me one of the most annoying people in our organization I insist that the peak message is fewer than 20 words.

But to win back the affections of my colleagues, I apply the same rule to myself. So before I drafted this blog, I defined my 16-word peak message as, “Plain-language writing is not only about avoiding devspeak; it’s about presenting a clear and consistent point.”

Create a logical structure and layout

The inverted pyramid model helps to arrange content logically and keep the reader focused on the peak message. It requires writers to arrange paragraphs in order of importance, and to arrange the sentences within them in order of importance too.

The next step in plain-language writing is to make the content physically clear. Four basic formatting principles that improve clarity are:

  • limit paragraphs to five sentences;
  • maintain an average sentence length of 15-20 words, and a maximum of 25;
  • use informative headings every four or five paragraphs; and
  • use graphics, but only if they make your message clearer.

Then worry about individual words.

Favour bold, direct verbs in the active voice

Verbs are powerful tools for clarifying your message. As with so many of life’s big choices, favour the strong, confident, single type. “It is recommended that writers give consideration to selecting verbs that might be more bold,” is only a slight exaggeration of the evasive verb structures that I regularly encounter. I’d change that to “Use bold verbs.”

And in choosing your bold verb, remember that passive voice is one of the last refuges of the uncertain writer. Consider the following passive voice construction:

“It is thought [by unnamed and unaccountable people] that the active voice should be used [by unnamed and unaccountable people].” This sentence provides little clarity for the reader. Compare it to “The Plain Language Editor wants writers in the humanitarian sector to use the active voice.”

Use the simplest tense

Some tenses require less cognitive processing than others. For non-native speakers the simple present and simple past tenses are typically the clearest. For example, “we write” or “we wrote.”

Continuous tenses (“we are writing” or “we were writing” or “we will be writing”) are less clear. So are future tenses (“we will write”, “we will have written”).

Use pronouns carefully

Pronouns can make a sentence ambiguous, so use them sparingly. “When communicating with refugees, humanitarians should provide information in their own language,” leaves the reader wondering whether to use the refugees’ or the humanitarians’ language. A confident English speaker might assume they know, but plain language relies on clarity, not assumptions.

Rethinking devspeak

From a plain-language perspective most devspeak is merely pretentious and annoying. Readers typically understand a sentence even if it contains an unexpected neologism. Few editors care if readers need to use a dictionary occasionally; most of us pretentiously and annoyingly believe that an extended vocabulary is a thing to aspire to. But confusion and ambiguity is not something to aspire to, so before you use devspeak, look for a simpler alternative.

You’ll probably find that if your peak message is solid, and the flow and format is logical, you won’t need devspeak after all. Clearly, it’s not essential.

You can stop reading here if you like, but I thought I’d add a worked example of how all this works….

A practical illustration

Here’s an example of applying plain-language principles to a donor report earlier this year.

The paragraph on the left is the original. What opportunities can you see for applying plain-language principles to that version? I saw several, so the author and I worked together to improve the original. We agreed to replace it with the paragraph on the right.

This short training course was designed to enhance [name removed] and other humanitarian organisation staff’s capacity to act as interpreters in the course of their work, often in the context of sensitization sessions, case management or household surveys. The content focused on the role of interpreting for humanitarian action, while also shedding light on broadly applicable modes and principles of interpreting. Learning methods combined exposition with interactive sessions, including group work and simple role play exercises that were not only meant to illustrate how to interpret effectively but also laid an emphasis on key ethical issues to be considered while interpreting. Topics covered included interpreting for children and vulnerable populations, and developing multilingual terminology for humanitarian interpreting.

Bilingual staff at [name removed] and other humanitarian organisations often interpret informally during sensitization sessions, case management activities or household surveys. We designed this course to help them interpret more effectively. 
The course covered:

●     the role of humanitarian interpreting;
●     broad interpreting principles;
●     interpreting modes;
●     interpreting for children and vulnerable populations; and
●     developing multilingual glossaries.

Trainers combined instructional with interactive learning methods such as group work and role play exercises. The interactive exercises illustrated effective interpreting techniques and emphasised key ethical issues related to interpreting. 

(83 words, or a reduction of 28 percent. Now imagine that reduction extrapolated across an entire report).

Here’s what I saw. From a plain-language perspective, there were several issues:

  • Long sentences (average 29 words, maximum 40 words).
  • Passive voice (“the course was designed”).
  • Uncommon words (“exposition”).
  • Complex terms (“multilingual terminology for humanitarian interpreting”).
  • Related ideas were separated in the text.

The language lesson: what we’ve learned about communicating with Rohingya refugees

A Translators without Borders study found that access to information has improved in the Rohingya refugee response as a result of an increased humanitarian focus on communicating with communities. Yet language barriers still leave many Rohingya refugees without the critical and life-saving information they need. Prioritizing spoken communication in Rohingya and a mixed approach on formats and channels is key to effective communication.

Our assessment of comprehension and support needs among Rohingya refugees tested their comprehension of simple spoken, visual, and written information.

From the outset, language challenges have played a central role in the Rohingya refugee response. There are at least five languages — Rohingya, Bangla, Burmese, Chittagonian, and English — used in the response. Low literacy levels and limited access to media compound the situation.

To find out how humanitarians can effectively communicate with refugees, Translators without Borders assessed language comprehension and support needs among the refugees. We surveyed more than 400 Rohingya men and women living in the Kutupalong refugee camp in Cox’s Bazar, Bangladesh. We asked them what languages they spoke, how they preferred to receive information, and we tested their comprehension of simple spoken, visual, and written information.

Here is what we found.    

Communication has improved, but not all Rohingya refugees feel informed

Twenty-eight percent of refugees say they do not have enough information to make decisions for themselves and their family. Extrapolated to the whole camp population, this suggests that about 200,000 people feel that they lack the basis to make properly informed decisions.  Nevertheless, it is a marked improvement from a year ago when an assessment by Internews found that 79 percent of refugees did not have enough information.

Communication in spoken Rohingya is critical

Rohingya is the only spoken language that all refugees understand and prefer. Our study shows that 36 percent of refugees do not understand a simple sentence in Chittagonian. Women are less likely than men to understand spoken Bangla or Burmese. Refugees prefer to receive information in spoken Rohingya, either by word-of-mouth, loudspeaker, or phone call.

This preference for spoken Rohingya coincides with strong trust levels in imams, family, aid and medical professionals, and majhees (government-appointed community leaders) as sources of information. Radio, TV, and the internet are less trusted by and less familiar to women.

After spoken Rohingya, simple visual messaging is the most widely understood format. Comprehension rates for visual communication are high regardless of gender, age, or education level.

Burmese is the preferred written language, and is relatively well understood

After Rohingya, Burmese is the preferred language for written communication. Although two-thirds of refugees prefer written communication in Rohingya, the language lacks a universally accepted script. Refugees prefer written information to be given in brochure or leaflet form. This allows them to take information away with them and ask a friend or family member to help them understand it.

Sixty-six percent of refugees said that they cannot read or write in any language, and comprehension testing broadly confirmed this. When tested for reading comprehension, 36 percent understood Burmese, a similar rate to Bangla and English.

Investment in language will improve the response

These findings make it clear that there are varied language needs within the Rohingya community. They show that different people understand, prefer, and trust different formats and sources of information. Nonetheless, practical actions for effective humanitarian communication exist.

Using Rohingya for spoken communication, and Burmese for written information is important. Providing information in a mix of formats and channels to account for varied preferences and education levels will also help.

Investing in formal training for field workers and interpreters in the Rohingya language and in humanitarian interpretation techniques is key. Staff should be supported to communicate in the language understood and preferred by the whole community.

As time goes on, communication and language preferences may change. Ongoing assessments on information and language support needs should be coupled with further research to better understand communication issues affecting the Rohingya refugee response. Sustained coordination among humanitarian organizations can help ensure communication is consistent, appropriate, and addresses key community concerns.

From teacher to translator: meet Sybil

Translators improve lives by translating potentially lifesaving information into often ‘marginalized’ languages spoken by vulnerable individuals. Those who volunteer for Translators without Borders (TWB) bring a range of experiences and skills, but they share a vision of a world where knowledge knows no language barriers. We are grateful for all of our translators, and we love sharing their stories.

This month, we are discovering how Sybil’s experience as a teacher makes her an invaluable humanitarian translator. From her home in Massachusetts, USA, she translates vital information, working from French into English. While we often talk about translating from ‘bigger’ languages like English into less commercial local languages, Sybil makes a difference in the lives of thousands by translating into her native English. Since 2011, she has completed almost a hundred tasks for TWB, providing over 200,000 words to nonprofit organizations and the people they support.

“Thanks to my experience in the classroom, I was already very familiar with a lot of the vocabulary and the context of many translation tasks.”

Natural progression: a freelance career

Sybil’s journey with TWB began seven years ago when the just-retired teacher found herself in search of a second career. As a newcomer to the world of translation, she appreciated the short tasks and generous deadlines offered by her first projects. Through feedback and collaboration, she learned how to work with translation project managers, accept assignments, meet deadlines, and continuously improve her translation work.

To build her skills further, Sybil completed a French and English Certificate in Translation Studies through New York University’s online program. This academic pursuit, coupled with her continued progression and practice with TWB, has allowed her to effectively build a new career after retirement.

As she built her skills, she relished the challenge, taking on more proofreading and revision tasks on top of her translation work. “This year has been particularly challenging in that I have been tasked with several transcription and subtitling projects.”

These projects have taken Sybil beyond translation: she’s transcribed from French to English, edited a French transcript, and synched English subtitles to a film.

“Without a doubt, working with TWB and obtaining a French and English Certificate in Translation Studies have been the two major influences shaping my freelance career.”

Serving communities across the globe

Throughout her time as a TWB volunteer, Sybil has translated documents from all over the world. She’s focused particularly on supporting communities in Africa, a continent which holds a personal interest for her. As a junior at college and a budding traveler, she spent a year abroad in Nigeria, and later served for the US Peace Corps in Francophone Cameroon. There she worked for two years as a teacher of English as a second language (ESL).

Now, serving TWB, she supports our mission by assisting individuals and populations who need the services of a French to English translator. So, while this is not her first time aiding communities in countries including Nigeria and Cameroon with her language skills, Sybil stays up-to-date with global humanitarian issues she has seen first-hand, through the challenging and meaningful tasks she encounters with TWB. And the TWB team certainly appreciates her know-how; Dace, TWB’s Translation Emergency Coordinator is quick to praise Sybil for being “ever supportive and responsive.”

Over 8,000 miles away in Bangladesh, another community benefits from Sybil’s expertise. In one personally significant project, she worked on guidelines for teaching English to Rohingya children who had recently arrived in Bangladesh. Her quick work enabled the syllabus to be immediately implemented and helped the community’s children continue their education in their temporary campsites. As a professional educator, she was able to collaborate with colleagues to produce lesson plans, syllabi, and curricula for English literature, ESL, and French language and literature classes.

While her now extensive experience in humanitarian and development translation means Sybil must have many poignant stories to tell, she describes how a few are forever ingrained in her memory. Take, for example, addressing the mental and physical health of people in Haiti immediately after the devastating earthquake in 2010. On another occasion, an in-depth assignment explained how women in an African country have to travel extraordinary distances, often by foot, for difficult operations, and why they are not always successful. These might seem like difficult topics, but in putting such important information into another language, this translator is truly bridging a gap of human experience, and sharing information that has the power to shape humanitarian approaches for the better.

An evolving crisis needs an evolving glossary

The expanded TWB Bangladesh Glossary app is now available for field workers and interpreters working on the Rohingya humanitarian response.

As a humanitarian crisis evolves, so do the information needs of affected communities. And so does knowledge of the associated language complexities. Humanitarian responders gradually understand the linguistic ambiguities and cultural nuances that affect our work. Glossaries help to consolidate our knowledge and make us more effective.

The initial information needs relating to critical things like how to build shelter and how to access services have been met. But humanitarian responders are now addressing more complex ongoing issues affecting the community. That means language requirements are changing and becoming increasingly complex too.

A glossary to help 

Translators without Borders (TWB) released its Bangladesh Glossary app in June 2018 for people working on the Rohingya humanitarian response in Cox’s Bazar, Bangladesh. It helps field workers, interpreters, and Rohingya refugees communicate between five languages: Rohingya, Bangla, Burmese, Chittagonian, and English.

The initial TWB Bangladesh Glossary app included terms focused on WASH (water, sanitation, and hygiene). But other humanitarian sectors clamored for a tool that could help them communicate more effectively too. TWB understands the importance of communicating in a language that affected people understand. So we responded to the clamor and added hundreds of new terms to the Bangladesh Glossary app.

Adding to the conversation

We’ve added 200 terms to improve conversations on key gender issues. For example, we learned that the term for puberty in Rohingya differs according to gender. Ghor-goille is literally translated as ‘entering the house’, and is used only for girls, as this is the beginning of their gender segregation. Certain words highlight how the community perceives women’s roles in society. Azad mela-fuain, commonly used by aid workers to refer to women’s independence, is often misunderstood by the Rohingya community as ‘a woman without morals’ (or a free or loose woman).  

“Conversations about sensitive gender issues can rely heavily on euphemisms,” says TWB Sociolinguistic Researcher, AK Rahim. “While there may be a correct term, there are euphemisms that the community prefers and feels more comfortable using. That’s why this tool is so important. It doesn’t only identify the correct word; it also helps humanitarians to respect the cultural importance of particular terms.”

This update also includes another 100 WASH terms and more health terms focusing on disability and inclusion. The addition of emergency terms will assist in discussions about disaster preparedness and response.

The expanded glossary is also easier to navigate, with sector-relevant categories now available on the left side of the app. We’ve also transliterated Chittagonian and Rohingya terms so that you can view and show them in both Latin English and Bengali scripts.

Of course, the tool can only make an impact when used, and we’re proud to say we have now trained close to 400 field workers to use it. In the next few months, we’ll be adding another 500 terms, focusing on the health, education, and nutrition sectors.  

The TWB Bangladesh Glossary app is a practical and evolving tool. We invite feedback from humanitarians and the community, so please get in touch with your suggestions and alert us to any faults. We want to know if you’re using the glossary, how you’re using it and when it’s not working.

Digital development, language gaps, and a prophetic bird

Language technology can help those in need use technology to proactively communicate and access information.

We are in the midst of an unprecedented surge of increasingly powerful technologies that can help solve humanitarian and development challenges. Yet meaningful access to these technologies is not equally available to all people. Hundreds of millions of the world’s poorest, least educated, most vulnerable populations often find themselves on the wrong side of a dangerous digital divide.

Language can be the key that unlocks new digital opportunities for all.

Language is a barrier for technology use

Under the umbrella of information and communication technologies for development (ICT4D, or, simply, ICT), technology efforts have become commonplace in the development world over the past few decades. Emerging machine learning and artificial intelligence applications (“AI for Good”) promise to help achieve sustainable development goals globally. In Kenya, Ghana and Côte d’Ivoire, an app called “Eneza Education” delivers mobile courses to 5 million people. In India, Khushi Baby supplies low-cost wearable technology to monitor child vaccinations.

While these digital applications have the potential to shift communications and empower vulnerable people, they face a number of major hurdles. Access to hardware is an obvious issue, as is access to networks. But even when those issues are resolved, there is the more fundamental barrier of language. Typically digital technology requires basic literacy skills and often foreign language skills, especially considering that more than 50 percent of websites are in English. This turns into a self-fulfilling prophecy with speakers of marginalized languages unable to interact with new tools. Without thoughtful consideration of language barriers, new digital opportunities may only magnify inequality and further exclude marginalized communities, especially speakers of under-served languages.

The world’s most marginalized communities often live in complex linguistic contexts that can further complicate the use of technology. For example, there are 68 languages in Kenya and most people do not speak either Swahili or English, the languages generally used in ICT technologies. Moreover, the digital divide for low-literate ICT users in oral-language communities, such as Berber women in Morocco, is even higher. This is not a rare phenomenon: as many as 7,000 languages are spoken today, two-thirds of which do not have a written form.

Language technology for all

Language technology can address these barriers. Languages that are ‘commercially viable’ have seen an enormous growth in digital tools, both for text and voice. Today, tools like Skype allow for people to carry on lucid conversations even when they don’t speak the same language. The advent of neural machine translation and natural language processing has greatly increased communications among those languages in which for-profit companies have invested.

The trick is to include this language technology in the development of tools for the humanitarian and development sectors.

This is why Translators without Borders is overseeing Gamayun: The Language Equality Initiative.

Named after a prophetic bird of wisdom and knowledge from Slavic folklore, the initiative aims to create more equitable access to language technology that will lead to greater knowledge and wisdom for vulnerable people.

The initiative effectively elevates marginalized languages to the level of commercial languages by ensuring development of machine translation in voice and text in those languages. It also encourages humanitarian tech developers to integrate these engines into their tools and to measure whether they improve communications. Ultimately, the goal is for people in need to have direct access to these tools for their own use, thereby controlling the communications they provide and receive.

To accomplish this, Gamayun must first build a repository of spoken and written datasets for under-served languages. The data comes from humanitarian or development sources, making the resulting translation engines more useful in humanitarian- and development-specific contexts.

Successfully building these datasets requires a massive amount of human input. The data is presented as parallel sets in which a sentence or string of text in a language critical to the humanitarian world is paired with a “source” language. As Gamayun scales, we are seeking datasets from the translation and localization industry, and asking for terminology input from humanitarian sectors. Unstructured data, such as content from open social media outlets, also can be used to train the engines; and, importantly, linguists and context specialists are used to evaluate that data to help make the engines more fit for purpose.

TWB is building datasets in a wide range of languages, but the main focus at first is Bangla, Swahili, and Hausa. These languages are collectively spoken by 400 million people, and were selected because of their associated risk for crisis. The communities that speak these languages have a strong presence online; online communities in those languages will help build, maintain and improve the datasets and the engines.

Meanwhile, Gamayun looks at integration of machine translation engines (voice and text) in applications and tools to evaluate effectiveness in improving communications. TWB and its humanitarian partners are evaluating a number of machine-translation use cases, including in needs assessment tools, two-way communication bots, and call centers, as well as the type of fit-for-purpose machine translation engines are most useful. In some cases, ‘off the shelf’ engines from major technologists work well; in other cases, it is important to contextualize the engine to get the best results.

Access is not enough – the shift of control

Building datasets and engines in marginalized languages, and integrating those engines into tools developed by the sector will improve language equality. But to truly bridge the gap, the tools need to be in the hands of those who are in need. Only they have the best sense of exactly what information they need and, likewise, what information they have and can share.

As a recent report by the Pathways for Prosperity puts it, “impact is ultimately determined by usage; access alone is not sufficient.” While there remain many other barriers to access, including hardware and bandwidth issues, in the area of language, we are poised to greatly increase access and even move beyond. Ultimately, reduction of language barriers through technology has the potential to shift control of communications to people in need. In such a world, vulnerable populations can use the same tools as those who speak ‘commercial’ languages, accessing any information they want, and providing their own information in the language they speak.

We must support speakers of under-served languages as technology continues to evolve and allows us all to be stewards of our own information and communication.

Enlarging the small print on sexual exploitation and abuse

Simplifying and translating the rules is the first step to keeping everyone safe.

Sexual exploitation and abuse remains a sad reality in the aid sector, as anyone who has read a paper in the past year is aware. The millions of people made vulnerable by disasters face further harm from some of the very people whose job is to assist and protect them.

There are of course rules banning such behavior: They are known as the core principles on preventing sexual exploitation and abuse. All international aid workers sign up to them. Yet it can be a bit like the box you check to ‘accept’ terms and conditions for an online service. You tick the box because that allows you to use the service. You rarely read the small print.

Why not?

Access is a factor. The details aren’t readily accessible physically – you have to click on the link or scroll down to the annex. Nor are they easy to understand, because they’re written in legalese.

Another factor is language. For the vast majority of the world’s aid workers, the rules on sexual conduct are also in a foreign tongue.

Yet accountability depends on the rules being known and understood, by every aid worker but importantly also by the crisis-affected people we are there to serve.

So Translators without Borders (TWB) teamed up with the Inter-Agency Standing Committee’s task team on protection from sexual exploitation and abuse and accountability to affected people to make those rules crystal clear.

First we took the six principles on preventing sexual exploitation and abuse and rewrote them in plain English. Plain language is about making the message clear. It’s the difference between ‘this constitutes gross misconduct and can be grounds for termination of contract’ and ‘you can be disciplined or fired for this.’

Initial comprehension testing suggests non-native English speaking aid workers do understand the plain English better than the original. That’s the first step.

Then we translated that plain English version into the languages of aid workers and the people they serve: 60 languages at the time of writing, but our target is 100. The aim is to have the rules up on the walls of every aid agency office, every refugee camp and site hosting internally displaced people, in the right languages for everyone to understand.

The next step is to help affected people hold us accountable, by making the principles available to them in accessible formats, as visual and audio content. The goal is to start a dialogue with communities about what their rights are, and what responsibilities aid workers have towards them.

Checking the box is not enough. If we are to create an environment that guards against abuse and exploitation, the first step is for the rules to be visible and understood. As a sector we need to pay more attention to how we speak about these critical issues, and in which languages.

Translating with empathy improves wellbeing in Bangladesh

“I always put myself in the shoes of the person(s) for whom I am translating.” Mak, translator for Translators without Borders (TWB).

Translators improve lives by translating potentially lifesaving information into ‘marginalized’ languages spoken by vulnerable individuals. Those who volunteer for Translators without Borders bring a range of experiences and skills, but they share a vision of a world where knowledge knows no language barriers. We are grateful for all of our translators, and we love sharing their stories.

In Bangladesh, almost a million people are currently living in the largest makeshift refugee camp in the world. There, nonprofit organizations need to provide critical information quickly on matters such as cyclone preparedness, heavy rainfall, landslides and how to protect shelters in potentially life-threatening situations. All of this information needs to be translated into a language that is more accessible for Rohingya refugees, and in many cases, into the language of local volunteers and field workers. Enter Mahay Alam Khan, or Mak, a dedicated translator who works tirelessly to help translate critical documents into Bangla.

What makes Mak?

As one of our most skilled and committed Bangla translators, Mak brings twelve years of translation experience to TWB. In the past year, he has worked on over fifty tasks and translated over 40,000 words.

Mak has been known to go the extra mile to support TWB in our mission. He has spent nights working on urgent translations, journeyed to internet cafes, borrowed computers when necessary, and even worked on translating documents while changing houses in downtown Dhaka.

“If that’s not dedication, then I don’t know what is,” Dace, TWB’s Translation Emergency Coordinator, wholeheartedly attests to Mak’s merit.

Mak has his own praise for Dace and the team, telling us he is “always amazed to get continuous support from TWB management, admins and support personnel. They are so prompt and caring.”

Translating opens a window into the world of the Rohingya

Mak explains that translating with TWB has changed his perspective. The experience has opened a window through which he can look into the horrific conditions experienced by refugees and especially children.

“I knew a bit about the suffering and agony they endure in this world, but I never knew language barriers could be a reason why people become vulnerable,” recalls Mak.

In his time volunteering with TWB, Mak has worked on numerous projects with organizations like the Red Cross and Red Crescent Societies. He has translated knowledge in the fields of water, sanitation, health, and hygiene. One personally significant project focused on training health workers. While most of the refugees speak Rohingya rather than Bangla, the health workers are Bangla-speaking; it is important to train them in the right language. The content trained workers in teaching the refugee community how to prevent life-threatening diseases like diphtheria and dysentery, which affect children in particular.  

Mak has translated information on an array of subjects — beyond what you might have imagined. He has translated guidance on how to deal with violence against immigrants, and how to manage bodies in a proper and dignified manner after a fatal disaster. These are messages which are important to communicate sensitively and clearly. The knowledge he imparts in a critical language has a real and immediate effect on the lives of those affected by the crisis. And he bears this in mind as he makes his translations the most effective they can be.

Visualize the situation: Mak’s strategy

Working with TWB has influenced Mak’s whole approach – it has made him more expressive and more cognizant of the importance of his translation work. Before starting a translation, Mak says it’s important to visualize the people for whom he is ultimately translating.  He closes his eyes and imagines he is standing in a queue waiting for food or medicine. The language barrier between support workers and refugees makes it hard to distribute food, or even to ensure understanding of instructions for taking life-saving medicines.

So, he translates and helps people access information in a language they can understand.
